Legal Services
Select firms offer AFSPA members preferred rates for typical legal services
With many of our members living and working abroad, it can be especially difficult to address legal issues that occur both overseas and domestically. AFSPA has arranged for several law firms in Washington, DC and Virginia to be available to represent our members.
Common problem areas in which it may be important to have legal advice, document preparation, and/or representation include wills and living wills; trusts; estate administration; estate planning; buying, selling, and renting real estate; tax advice; starting and operating a business; accidents; domestic and elder law; and disputes.
Here’s what you need to know about these arrangements:
- Each firm practices in the greater Washington, DC area; they all represent clients anywhere who need legal services involving the Federal government
- Each firm has agreed to help find other counsel, if the firm you contact does not practice in the location or field of law involved in your case
- The firm you choose to retain will propose a fee arrangement tailored to the case at hand
- You should feel free to ask questions about the proposed fee, express any concerns you may have, and make suggestions

Bikoff Law
- Offers a wide range of legal services to State Department and Foreign Service employees. Areas including adverse employment actions in both the Federal workforce and private sector; estate planning and probate; domestic and international civil and criminal litigation. Secondary areas include homeland security and immigration; business compliance and advice.
- Provides legal representation within Washington, D.C., and Virginia (bar memberships)
- Lead attorney Russell Bikoff began his legal career as an Assistant District Attorney in New York County (Manhattan) under then-DA Robert M. Morgenthau. After seven years in that office, in 1983 Mr. Bikoff entered the U.S. Foreign Service and took up public diplomacy assignments at the U.S. Embassy in Bonn, West Germany (1984), and Cape Town, South Africa (1985-87). During Washington assignments he focused on rule of law in the former USSR and Eastern Europe, and later the Fulbright educational exchange program. In 1998 he left the U.S. Information Agency to serve as a deputy director in the Office of International Affairs in the Criminal Division of the U.S. Department of Justice (1998 to 2004). In 2005, after 15 years at USIA and six years at DOJ, he established his law practice.

- Work with one of five CPA tax accountants, each with at least ten years’ accounting experience
- Receive a complimentary 20-minute consultation, and a 10% discount off standard hourly rates
- The firm uses a dedicated and secure email address for sensitive questions
Simply identify yourself as an AFSPA member – retired or active – when you first contact the firm. They will issue a letter of understanding that spells out specific rates and expectations prior to providing services.
